Rookie FBI agent and former college football star Johnny Utah (Keanu Reeves) goes undercover in a California surfing community in hopes of uncovering the identities of an elusive gang of thieves called the "Ex-Presidents," who have been knocking over banks while disguised with masks of Nixon, Reagan, Carter, and LBJ. Utah is soon taken under the wing of Zen surfer god Bodhi (Patrick Swayze) and his wave-riding crew, and becomes attracted to Bodhi's ex-squeeze Tyler (Lori Petty), but personal and professional loyalties collide when Utah starts to suspect that Bodhi is the ringleader of the rubber-faced robbers.
